The Speaker or Chairman of the Whole Committee of the House selects members for Select Committees. 

The main objective of a Select Committee is to prepare a report or make a recommendation on an issue that has been or is being debated in parliament.   A Select Committee consist of not less than five or more than seven 7 members.  Included in these members is the member that moved that the motion for the Select Committee.  The Notice of a Motion for the Appointment of a Select Committee usual specifies the objects of the Committee. 

In conducting its inquiries, select committees can call for public submissions, conduct interviews, asks for reports and papers and other evidences that maybe needed for the inquiry.  From this, the committee drafts its report to the House, including any recommendations.  It is then submitted to the House for debate.
