The 4th Pacific Islands Parliamentary Group (PIPG) Conference opened today in the Republic of Palau, from August 14 to August 17, 2024. This important Conference brings together Pacific Speakers of Parliament and Legislators, including Lord Fakafanua, Speaker of the Legislative Assembly of Tonga, to address pressing issues under the theme “Human Development in Oceania: How Can Legislatures Strengthen People-Centered Security for Pacific Islanders?” This theme aims to confront some of the most urgent challenges facing the Pacific region today.

In his opening remarks, The Honorable Sabino Anastacio, Speaker of the House of Delegates, 11th Olbiil Era Kelulau, emphasized the importance of the conference. “We are meeting at a crucial time for the Pacific region,” Speaker Anastacio said. “As global focus increasingly shifts towards our part of the world, it is vital that we, as legislators, are prepared to guide our nations through these transformative times. This year’s theme highlights the need to enhance people-centered security for Pacific Islanders amidst ongoing change and opportunity.”

His Excellency Surangel S. Whipps, Jr., President of the Republic of Palau, delivered the opening address, emphasizing the need for unity. “We are one,” President Whipps declared. “The Pacific is one, and we must stand and work together. Our collective strength and unity are essential as we confront challenges and strive for sustainable development.”

Dr. Robert Underwood, President Emeritus of the University of Guam, former U.S. Congressman, and Chair of the Pacific Center for Island Security, delivered the keynote address. Dr. Underwood offered an in-depth presentation on the theme, stressing the significance of the Fangatapu Declaration and the need for Pacific Islands to assert their autonomy and their power to say NO. He highlighted that the strength of Pacific Islands lies in their ability to make independent decisions and ensure their own security and dignity, rather than being directed by external forces.

The conference features keynote speeches, site visits, and discussions on critical topics such as:

• People-Centered Development and Human Security
• Food Security: Pacific Food Systems Under Pressure from Internal and External Factors
• The Digital World: Opportunities and Risks for the Islands, including Cyber-Security and Cyber Safety
• Breaking the Silence: Addressing Gender-Based Violence (GBV) in the Pacific Region
• A Pervasive Threat: Illicit Drug Trafficking in the Pacific

Lord Fakafanua updated the conference on Tonga’s progress regarding the Fangatapu Declaration, which was announced during the 3rd PIPG Conference held in Tonga. The rest of the PIPG member countries attending the conference will also present on their own progress .Lord Fakafanua is joined by Hon. Taniela Fusimalohi people’s representative foe ‘Eua 11 and accompany by Deputy Clerk Sione Vikilani.

Ms. Seluvaia Kauvaka, President of Tonga Women in ICT, will present on Friday about the impact of cyber threats on livelihoods from a civil society perspective.
